We found that this news is true because UPPCL have recently released two recruitment, Which is given in news that means they have already started recruitment from 21000 vacant post passed by UP government.
These two notification is Private Secretary & Assistant Reviewing Officer 80 Posts  and  Steno & Office Asst Posts 2662 post, these two post recruitment have started.
